Landlords deducting from security deposit - need law

Son is in Bangalore. Hearing about a disturbing trend over there where many landlords are refunding deposit to tenants - after cutting a sizeable amount. For furnishing and repairs.
Need regulation on this at national level. It's insane to take 8-10 months rent as an interest-earning deposit. And then not refund it fully.

Can other people share experience and if national problem may be LC manager can survey/escalate? more

This is not crooked but the protection for the landlord for this property. more  
Certain Bills like Gas and Electricity comes afterwards and are to be settled after the Tenant Leaves. Many a times, it has been observed that Tenants do not pay Electricity Bill for Months together and it becomes a Surprise for the Owner. Even Split A/C installation causes Heavy Damages and are not repaired properly in original condition. Most of the time next incumbent Tenant needs Painting because the earlier Tenant has not maintained it properly. These are some of the issues face by Owners. more  
A large number of tenants do some breakage for fitment of items like split ACs and some of their small children scribble on the wall. In such cases the deduction from Security deposit has to be made. The tenant has the option to do up the house in the condition he took over and thus no deduction is made. more  
whenever there is a mismatch of demand & supply crooked landlord adopt such tactics to penalise the tenant. Now a days mobility of professionals is very high and there is a spike in demand of houses on rent & landlords are taking advantage of it only. Govt. must intervene and frame law to keep a balance between the two stake holders. more  
Absolutely not fair. Should have some regulations. more
