Manthan Cable Service operated in Salt Lake City Kolkata through DD Vision

No cable TV service since October 2014 in my residence.
M/S DD Vision (FD 35, Sector III, Salt Lake, Kolkata-700106, Prop. Shri Dilip Kr. Das Contact Person: Shri. Dibyendu Das: (9874342014) representing Manthan Broadband service refuses to furnish “Terms & Conditions of the Service”.
I wish to know two following issues:

1. If my stand of insisting “terms & conditions” for the cable service is justified.

If yes, as to how to make them comply.

2. If disabling of cable service by DD vision is justified.

If yes, I need to pay the service charges without their complying with terms & conditions” for the cable service.
If no, how to make them restore cable service.

Till these issues are resolved I will not be able to view any TV programme in my residence.

My problem since October 2014 still remains unresolved. A letter No. 2/44/2015-DAS (Part-1) dated 04 February 2016 from Ministry of Information and Broadcasting, New Delhi to The District Magistrate Alipore, Kolkata-700 027 to act on the complaint remains unacted till date. How long one has to wait for resolution of the problem. These are the precise reasons why people lose faith in the functioning of the government. The government is unable to act swiftly to restore the confidence of the people.
